No Worker Left Behind (NWLB) was launched in August 2007 by Governor Jennifer Granholm.  The program offers free tuition to Michigan residents who are either unemployed or underemployed, the vision for No Worker Left Behind is to:
bulletAccelerate worker transitions through learning
bulletSupport the States employers and economic development needs
bulletAlign the use of existing training resources
Michigan economy is transforming into one that is knowlegde-based, as more and more manual labor is mechanized and computerized.  By providing Michigan workers with the right set of skills and educational attainments individuals are better suited to seize new opportunities in the emerging economy. 
NWLB Features
bulletUp to two years worth of free tuition ($5000 a year max.) at any Michigan community college, university or other approved training program;
bulletA skills assessment administered by the Michigan Works! Family Services Center;
bulletMust pursue a degree or occupational certificate in high-demand occupation or in an entrepreneurship program, and participants have;
bulletThree years to sign up for the program beginning August 1, 2007
Tuition
bulletTuition includes instructional costs, books, materials, fees (such as application costs, registration, and laboratory fees), and academic supportive services (counseling and career advising).
bulletTuition assistance is capped at $5,000 per year for two years, or a total of $10,000 per person.
Who Can Participate in NWLB
bulletAny person who is currently employed; or
bulletAny person who has received a notice of termination of layoff from employment; or
bulletAny employed person whose family income is $40,000 or less.
bulletParticipants must be at least 18 years old, must not have graduated from high school in the last two years, and must not be full-time college students (applies to 18-23 years old only).
